Congo and Emergent Africa

Events in the Belgian Congo dramatize certain social and political problems attending the birth of new states in Africa. To a greater or lesser extent these problems plague all new states in underdeveloped areas. However, it must not be overlooked that in the case of the Congo, the Belgian colonial administrators had been singularly negligent with regard to their sell-proclaimed tutorial responsibilities. Not only had they failed to prepare the territory for independence, they had not even undertaken realistic and significant steps to facilitate self-government by Africans.
