Haiti: Alternatives to Tyranny

Last summer, Haitian exiles attempted for the seventh time to invade their country and overthrow President Francois Duvalier. The exiles pieced together two guerrilla groups, landing one of them at Saltrou on the southern peninsula on June 29, and the other at Dame Marie on August 5. Previous invasion attempts had lasted from twelve hours to five days; at the start, these latest landings seemed more promising. Duvalier's forces were low on ammunition. The Saltrou band retired in frustration after two months. The two-part landing emphasizes the fact that Haiti is an almost forgotten corner in the world conflict. Almost alone among the nations in the world today, Haiti is sliding backward. Year by year it decays.
