The Brotherhood of Painters has been rocked by a series of scandals. The action centers on a growing rank-and-file movement based most strongly in New York City and in San Francisco, which is demanding an end to unrepresentative machines within the union. The federal court of New York gave a boost last month to the long and until now, seemingly hopeless struggle of the house painters for honest trade unionism. The impact of its crucial decision may before long be painfully felt by the entrenched bureaucrats of labor business.
