The article presents information on government policies adopted by the U.S. If the Vietnam conflict does not expand into a general war and the belligerents are eventually dragged by self-interest to the negotiating table, the UN will be needed to further peace-making efforts, to administer the aid program envisioned by U.S. President Johnson, to supervise an election if one is agreed on, and to take care of other contingencies that may arise. Republican Senator Henry Reuss suggests that the U.S. should cease its futile invocation of Article 19 of the UN Charter.
