In the case of Vietnam, the U.S. the principal member state concerned, has been not unwilling but unbendingly opposed to the issue coming before the organization and has strongly discouraged any country inclined to bring it forward. The lack of involvement by the United Nations, the primary organ for maintaining peace, may well seem paradoxical when the dangers of escalation are cited every day Even stranger, no member state of the organization has seen fit to bring the Vietnamese case to the attention of the Security Council.
