The article focuses on the war in Vietnam with an emphasis on the role played by the U.S. in the war. U.S. Senator Wayne Morse, who has been making a series of illuminating speeches on the war in Vietnam, outlined a sensible approach in the U.S. Senate on April 24. It is not a question of winning the war, but of finding an honorable way out. If U.S. President Lyndon Baines Johnson can manage to hold things together at the present level of U.S. participation, without spreading the area of conflict or escalating the level of conflict, then after the election it might be possible to negotiate the neutralization of Southeast Asia.
