In this article, the author discusses the dispute on registering and operational-izing foundations under the U.S. Internal Revenue Service's policy in San Francisco, California. He illustrates a case of a California-based Charitable Trusts whose registrar, Frederick C. Auforth, was fighting with the local division of the American Cancer Society over some $4 million. Auforth said that the division is hoarding this amount, refusing to spend it on cancer victims. The dispute had wide significance among private charities because foundations were growing at a dramatic rate and supervision over them was inadequate. California government attempted to keep a strict watch on such organizations, but its vigilance was not typical.
