The John Birch Society's drive started in the spring of 1963 with a "Support Your Local Police" campaign, undertaken apparently on behalf of Southern bull-whip constabularies then under fire from civil rights groups and federal authorities. But for more than a year, little effort was made to recruit policemen themselves, in either South or North. In 1964, Black communities came into direct confrontation with the police in a number of Northern cities. The conflict took the form of civil rights demonstrations and demands for civilian review boards to investigate charges of police brutality.
