The article presents information about the book "House Out of Order," by Richard Bolling. One of the best books on the U.S. House of Representatives published in recent years puts the problem in excellent perspective. Bolling clearly describes in the book, how the House could be streamlined by just such modifications. The book also is useful in understanding the changes made at the beginning of the present the U.S. Congress earlier this year. Bolling deals directly with the most frequently cited obstacle to an effective Congress, the seniority system.
