On September 1, 1983, a Soviet Su-15 shot down a Korean Air Lines 747, causing a U.S.-Soviet diplomatic confrontation which occupied the world's attention for a few weeks. On October 9, 1983, terrorists in Rangoon, Burma, exploded a bomb during preparation for wreath-laying ceremony, killing four members of the South Korean Cabinet and barely missing President Chun Doo Hwan. In the immediate aftermath the U.S., South Korean and North Korean troops went on alert. Diplomats reported that tension had been building to a high pitch for months.
