The Ethics in Government Act is enough to drive anybody to drink. It is, as legislation goes, rather clearly worded. Its intent is both definite and reasonable, to prevent high-level government officials from committing crimes and then concealing them. Section 597 of the act plainly states that whenever a matter is in the prosecutorial jurisdiction of an independent counsel or has been accepted by an independent counsel, the U.S. Dept. of Justice, the Attorney General, and all other officers and employees of the Dept. of Justice shall suspend all investigations and proceedings regarding such matter.
