This article focuses on civilian rule in Uruguay. There is a outburst of trade unionism and political demonstrations in Uruguay. Only a year and a half ago a work stoppage or even a murmur of protest against the military would have led to jailings or disappearances. The dictatorship did violence to the nation's economy as well. For Uruguay's three million inhabitants, the savagery of the military is not merely a haunting memory. They see their torturers walking about scot-free in the streets of the nation's capital. One out of every fifty citizens was arrested at one time or another during the dictatorship.
