According to the author, for the foreseeable future all of Palestine will be ruled by an Israeli government. Therefore the Israeli-Palestinian conflict has become an internal ethnic conflict and Israel has become an dual society. Annexation is seen as potentially a major turning point in Israel's relationship with the West Bank and Gaza because it would formally end the occupation. Most observers believe this fundamental change will come about only through the formal application of Israeli law to the territories.
