The article presents information on the U.S. Federal governments' latest preemptive strike that was launched against Louisiana Governor Edwin W. Edwards in March 1985. Between terms the Governor had allegedly pocketed a tidy $2 million by helping a few friends obtain lucrative hospital licenses. In New Orleans, U.S. Attorney John Volz detected something sinister in the arrangement and charged Edwards and several co-defendants with racketeering and fraud. Legally, it was a complicated case, tangled in a web of political favors. The facts were uniformly boring and tended only to obscure the truth.
