Michael Deaver, was about to set up a lobbying firm. He had, become one of the three most powerful people in the White House, an impressive achievement for someone whose most serious talents were said to lie in the direction of knowing precisely which camera angle was most flattering to each of Nancy Reagan's ball gowns. He is so close to U.S. President Ronald Reagen and his wife Nancy Reagan that he is often said to be like a son to them-something that has never been said of any of their own children. The controversy erupted about whether, in lobbying on issues like acid rain, he had broken the law prohibiting government employees from lobbying for a year on any issue with which they have been "personally and substantially" involved.
