This article presents information related to voters. This year the software GeoVoter, which is used nationally, is a key tool in a multimillion-dollar get-out-the-vote effort organized by Wisconsin Republicans, led by Governor Tommy Thompson. Tools like GeoVoter allow both Republican and Democratic campaigns to ignore huge chunks of the voting population in favor of narrow swaths of undecided voters whose turnout on Election Day will tilt the balance of the vote one way or the other. "It's not unusual for campaigns to concentrate on as little as 5 percent of voters," says Ron Faucbeux, publisher and editor of the periodical "Campaigns & Elections." INSET: Will the Internet change the way we vote?.
