Discusses the dissatisfaction with the U.S. political process embodied in the two-party system. Failure of the parties to enact meaningful welfare reform; Parties' inability to deal with the problem of race relations; Failure to address the quality of life in urban America; View of Americans that political parties are concerned more with winning elections than solving issues; Decline in the number of Americans willing to call themselves either Republican or Democratic.
