Discusses the alleged corruption which exists within the armed forces system of El Salvador. Attempt made in 1976 by Manuel Rodriguez, who was then chief of staff of the Salvadoran Army, to sell millions of dollars' worth of armaments that had been shipped to El Salvador by the U.S.; Testimony made by Robert, former U.S. ambassador to El Salvador, before the U.S. Congress on alleged attempts of military officers of the Salvadoran Army to sell armaments before they could be given to the revolutionaries.
