Discusses the controversy over the arms accord concluded between the United States and the Soviet Union. Quantitative equalization of force levels provided by the Vladivostok accords; Statements in the press that the U.S. has made itself more vulnerable to a Soviet first strike; Allowance for increases instead of decreases in arms levels; Argument that the U.S. would not be jeopardizing its security interests by forgoing competition in a strategic arms race.
