The article presents information on political developments around the world. Attended by familiar, tortuous debate about the letter and spirit of the law, the Central Intelligence Agency has returned to center stage. Settings range from the agency's Moscow station, whose zeal to get to Nicholas Daniloff's sources may have indirectly rushed the U.S. toward the premature summit in Iceland to El Salvador's air base through which the agency supplies contra operations. Last week New York City Board of Education voted to cut back a pilot program through which health clinics in nine high schools had prescribed and one had distributed, contraceptives to students.
