The article focuses on an imperialist nation's response to sanctions. The contention that sanctions are unenforceable and will therefore be ineffective sets up the straw man of a South Africa cut off from all trading, investment and technology links with the rest of the world. In fact, precisely because South Africa recognizes the power of sanctions, it already has in place a formidable sanctions-busting apparatus. Strategic stockpiling, of oil in particular, has long been a fundamental feature of South African government policy. Although that is important, the greatest challenge will be to maintain the flow of trade and technology in the face of tightening sanctions.
