The article discusses the U.S. senate's October 2, 1986 vote to override the U.S. President Ronald Reagan's veto and impose economic sanction on South Africa. In the long run, however, sanctions may have more impact on the domestic political agenda than on South Africa's economy. During the floor debate on the sanctions bill, Richard Lugar, chair of the Senate Foreign Relations Committee, asserted that the legislation would pre-empt state and local measures, thereby supporting administration efforts to supersede significant local antiapartheid laws.
