How to Get Out The Vote in 1988

The article presents information on the unprecedented voter registration campaign of 1982-1984. The voter registration movement thus confronts a dilemma. To produce a representative electorate requires registration reform, but traditional approaches to reform depend on mustering legislative majorities. Past efforts to win Congressional support for an automatic registration system were soundly defeated and the prospects of success are clearly no better now. Legislative action at the state level is also unlikely.
