The article discusses some of the socio-political updates related to the U.S. In seasons of great turmoil and social upheaval, history seems to speed up. Black community leaders and churchmen find that the center they once inhabited no longer holds and they must run faster to keep up with their followers. Blacks in the U.S. represent the strongest, most consistent and, potentially, the most coherent community of opposition. The cause of the leak of toxic gas from Union Carbide's plant in Institute, West Virginia, is still under investigation. The U.S. Congress is considering legislation that would merely compile a list of the deadliest chemicals and require state governors to devise disaster plans to deal with their accidental escape.
