The article discusses the strike capability of the United States on the Soviet Union. The article points out that those busy drafting the first-strike report must justify Ronald Reagan's, President of the United States' program to modernize U.S. strategic forces, "including specifically the MX missile, the D-5 Trident missile, and the small single-war-head missile. A U.S. first-strike capability would upset the nuclear balance and could provoke the United States to launch a pre-emptive strike.
