The article reports that, despite the U.S. administration's incessant alarms, Soviet Union intervention in the Third World has declined in recent years. Even the White House has taken note of this development, attributing it to a tough U.S. military posture. The Soviet Union's current policies are the result of a changed perception of the world. The evolution of this view can be traced in a little-noticed debate that has been going on for the past twenty years in the Soviet media, particularly in the influential scholarly journals. The discussion has moved the foreign policy establishment toward a new consensus and has influenced the leadership.
