Comments on the recent decision of California's Court of Appeals for the Ninth Circuit to allow California's vote on whether to recall Governor Gray Davis to go forward on October 7, 2003, overturning a previous decision to delay the election because evidence suggested that flawed punch-card systems in six counties might disfranchise as many as 40,000 voters. Reference to the 2000 presidential election, in which some Florida voters were disqualified because of problems with voting systems; Claim that voters are disfranchised all the time; Call for Congress to establish universal voting and vote-counting standards; Observation that in the California recall election, Davis, despite remaining an extremely unpopular figure, is having some success in making the recall vote a referendum on the Republican Party's penchant for gaming the system.
