The article reflects on a speech given by U.S. President George W. Bush on September 7, 2003 about the situation in Iraq. Bush failed to mention that the United Nations (UN) Security Council had opposed the war or that civilian deaths are estimated at between 6,000 and 10,000. Iraq needs the expertise of the UN in nationbuilding, humanitarian work and peacekeeping. The U.S. government should propose an excess-profits tax on corporations benefiting from the war and its aftermath.
