This article comments on the implications of the idea of institutionalizing more and more Americans for crimes related to drug addiction for the health of the U.S. The drug war removed addiction from the realm of public health, putting it almost exclusively in the mercy of law enforcement and the courts. The drug warriors have insisted that to fight drugs it is not enough to go after the narcotic kingpins, administrative agencies and courts must disrupt the drug supply-and-demand by prosecuting, and imprisoning, growing numbers of low-level street dealers, even users themselves.
