SOUTHERN AFRICA--HOPE DEFERRED

In 1975, a few months before independence, Mozambique Liberation Front leader Samora Machel confidently told an Organization of African Unity meeting in Tanzania that Africa was entering "the final phase of the struggle for national liberation from colonialism." Fifteen years later, with the region's last minority government apparently ready to negotiate a transition to majority rule, southern Africa is a place of tragic paradox. While the recent "talks about talks" could mark the beginning of a rapid movement toward free elections in South Africa, the past fifteen years have demonstrated that majority rule is the first, not the last, step in Africa's liberation struggles.
