The article focuses on human rights policy of the U.S. Herman Cohen, the U.S. Assistant Secretary of State for African Affairs, is generally respected as a thoughtful and decent man who has quietly helped to reshape the U.S. policy toward South Africa. Cohen testified on Sudan at a March 15 joint hearing of the U.S. House Subcommittee on Africa and the International Task Force of the Select Committee on Hunger. Cohen said not a word about human rights in his opening statement. The U.S. is prohibited by law from aiding Sudan directly. Section 513 of the Foreign Assistance Act suspends aid to countries in which elected governments are overturned by military coup.
