The welfare-to-work program is among the burgeoning state welfare reform programs that require Aid to Families With Dependent Children (AFDC) recipients to work for their welfare checks. In New York City, for example, 30 percent of families on AFDC in the mandatory welfare-to-work programs have been "sanctioned," according to internal documents from the city's Human Resources Administration. Sanctioning, in the euphemistic jargon of welfare, means that the families lose all or part of their assistance check. In 1987, according to a little-publicized report from Statewide Youth Advocacy Inc., 5,000 of 8,000 families sanctioned in a six-month period lost all their cash benefits.
