This article focuses on recent developments in the U.S. politics in context of improving its relations with Iraq. The whole matter is seen through the ideology of humanitarianism. In this period the U.S. was cultivating improved relations with Iraq, providing billions of dollars of loan guarantees through such agencies as the Commodity Credit Corporation (CCC) and the Export-Import Bank. In 1989 the President George Bush Administration doubled the CCC program for Iraq to a level exceeding $1 billion for the year. At the same time the International Committee of the Red Cross (ICRC) proposed to bring food and medicine to Iraq in exchange for ICRC access to Westerners and to Kuwaiti prisoners held by Iraq.
